Are players supposed to do something to populate other towns with NPCs, like Brit, or are the staff going to populate them over time?
Reading through some posts and it's a little confusing on what the plans are for the other towns.

i believe its up to the players - i feel like this server is def player driven.

I got the feeling that we were responcible for populating the towns as well, but than the question now becomes, how?

Orbital's correct. Whilst Minoc and Vesper are populated with NPCs now, it is up to the players to start their own towns using the money they generate in-game. You can either start using only buildings you've placed yourself, or you can buy a static town and buy each building one by one and place vendors inside.
