Runes and thus Runebooks are very rare here. I doubt someone will sell it for gold...

You can, but recall runes drop in loot on high-level monsters. As such they're rather rare. It takes a classed mage 140 inscription to make a runebook, and failing means you wreck the rune.
The good news is there are plenty of worthy hunting spots only a few minutes' run from minoc or britain.
