I like the idea of no safe zones, and the idea of making a red character actually hard to play on, but can I ask what the consequences of being a red char are?

All towns will eventually be owned and run by the players who inhabit them. Guarded protection is one of the features that can be bought by the mayor to increase the number of players who enter their town/live in their town. If you're red you wont be able to stock up as much from NPCs, unless there's a designated city for reds that's been started by a player/players/guild with that in mind. On the flip side of that, those players who are red wont even find sanctuary in that no-guards-town anyway, because other reds can kill them there. Also crafters will be unable to function in an area with no guards and, whatever bonuses crafters can give, they wont be available in red towns.
